Flat seats are over. Claude Code, Cursor and GitHub Copilot all meter tokens now. They just put the meter in different places.

**Short answer:** seat prices run from $10 to $200 per month, but for anyone using agents heavily the seat price is the small number. All three pass through model token rates once you exceed the included usage. Real cost per engineer depends on tokens consumed, which model consumes them, and how much is cached. Anthropic's own figure for Claude Code is about $150 to $250 per developer per month at API rates.

## How do the plans compare?

As of October 8, 2026. Check each vendor's pricing page before you budget, because all three changed their plans this year.

| Tool | Individual | Team | What is included | Past the allowance |
| --- | --- | --- | --- | --- |
| Claude Code | Pro $20. Max $100 or $200. | Team and Enterprise seats in Standard and Premium tiers, or API billing per token | Usage windows: a rolling five-hour limit and a weekly limit | Wait for the reset, or buy usage credits billed at API rates |
| Cursor | Pro $20. Pro+ $60. Ultra $200. | Teams from $40 per user. Enterprise is custom. | A monthly pool of model usage that scales with the plan. Since June 2026, Teams seats have separate pools for Cursor's own models and third-party models. | On-demand usage at model rates |
| GitHub Copilot | Pro $10. Pro+ $39. | Business $19 per user. Enterprise $39 per user. | AI Credits equal to the plan price. One credit is $0.01. Code completions and Next Edit Suggestions do not use credits. | Buy more credits or wait for the next cycle |

GitHub Copilot moved from premium requests to token-based AI Credits on June 1, 2026. Credits are consumed by input, output and cached tokens at each model's API rate. Copilot code review also consumes GitHub Actions minutes.

## What is the meter underneath?

All three are reselling model tokens. These are the Claude API rates per million tokens that sit under much of that usage:

| Model | Input | Output |
| --- | --- | --- |
| Claude Opus 5.5 | $4 | $20 |
| Claude Sonnet 5.5 | $2 | $10 |
| Claude Haiku 5.5 | $0.10 | $0.50 |

So the choice of tool matters less than three habits: which model the agent runs on, how long sessions stay open, and how much runs in the background.

## What does a heavy agent user cost on each?

Take an engineer who consumes $200 of model usage in a month.

- **GitHub Copilot Business:** the $19 seat includes $19 of credits. The other $181 is additional credits. Total about $200.
- **Cursor:** the included pool covers the first slice and the rest is on-demand usage, or you move the engineer to Pro+ or Ultra. Total in the same range.
- **Claude Code on API billing:** $200.
- **Claude Code on a Max seat:** $100 or $200 flat, if the engineer stays inside the usage windows.

An engineer who burns $200 of tokens costs about $200 on any of them. The seat price mostly decides how the first $10 to $40 is packaged. Claude's Max plans are the structural exception, because they sell usage windows and not a dollar pool. Compare a heavy user's `/usage` data against API-equivalent cost before deciding.

## How do you compare them for your team?

- Run a two-week pilot with five to ten engineers on each tool you are considering.
- Measure model usage per engineer per active day, in dollars at API rates, not seats.
- Split usage by model. A team that defaults to the top-tier model pays double.
- Check how much is background work: cloud agents, scheduled tasks, automated review.
- Check the admin controls. You want per-user spend limits and a usage export or API.

## Which metrics should you track?

- Cost per engineer per active day. Anthropic's benchmark for Claude Code is about $13, with 90% of users under $30.
- Cost per merged pull request.
- Share of spend on top-tier models.
- Overage as a share of total. If most of the bill is overage, the plan is wrong.

For a team of 50 at $150 to $250 per engineer, plan for $90,000 to $150,000 a year whichever tool you pick.

## What is the second bill?

The agent's tokens are the bill you can see. The code the agent writes creates another one, on AWS, Google Cloud, Datadog and your LLM provider, every time that code runs. Coding agents write far more code than people did, and none of them know what a query, a log line or a prompt costs at your production volume.

Frugal gives Claude Code and Cursor that cost context while they write, and reviews pull requests for cost increases before merge. The engineers who own the agent bill also own the cloud bill. They should be able to see both.

## FAQ

### Is Cursor cheaper than Claude Code?

At the entry level both start at $20 a month. For heavy agent use, cost tracks token consumption on both, so the cheaper one is whichever your team uses with smaller contexts and cheaper models.

### Did GitHub Copilot move to token billing?

Yes. Since June 1, 2026, all Copilot plans bill usage in GitHub AI Credits based on tokens consumed.

### What is a GitHub AI Credit?

A unit worth $0.01 of model usage. Copilot Business includes 1,900 credits per user per month and Copilot Enterprise includes 3,900.

### Which AI coding agent is cheapest for a team of 50?

It depends on usage intensity. Light users are cheapest on low seat prices such as Copilot Business. Heavy agent users cost roughly their token consumption on any tool, so the bigger lever is model choice and context habits.

The tool sets the seat price. Your engineers' habits set the bill.
